Bobby Jindal’s Hostages

There’s been some talk about a clutch of very conservative Republican governors from the South, led by Louisiana’s Bobby Jindal, “turning down” federal stimulus money. This is mostly nonsense—they’re all actually taking the vast majority of the money and in most cases there’s no real option of declining. But Jindal seems to be genuinely putting the meat on the bones of one aspect of this refusenikery by declining to change Louisiana law in such a way as to make its citizens eligible for extended unemployment insurance benefits. The nominal reason for this is that Jindal is claiming that taking the money would lead to a tax increase on Louisiana businesses, but his reasoning is hard to follow. Ryan Powers observes:

But it is not clear why participating in the expanded unemployment insurance program would result in tax increases for business. By Jindal’s own estimate, the recovery package would have funded his state’s unemployment expansion for three years, at which point the state could — if it chose to do so — phase out the program.

As New Orleans Mayor Ray Nagin suggested earlier today, perhaps Jindal’s presidential ambitions are “clouding” his judgement. “I think he’s been tapped as the up-and-coming Republican to petition a run for president the next time it goes around. So he has a certain vernacular, and a certain way he needs to talk right now,” Nagin said.

My other thought is that there may be a “beggar thy neighbor” strategy going on here. If Louisiana makes its unemployment benefits less generous than what’s available in other states, then maybe unemployed citizens will leave Louisiana for Texas and other neighboring states, thus creating an artificial appearance of an improved economic situation. It would be the equivalent of Mike Bloomberg fighting poverty by demolishing all the low-income housing in New York and hoping the poor people all move elsewhere.

    I think Nagin has it right; this is about presidential ambition. He wants to be able to claim “we did just fine *without* your steenkin stimulus.”

    When someone on unemployment moves to another state, they continue to receive their unemployment benefits from the state they left, so this move on Jindal’s part doesn’t really give the unemployed a reason to move on.

    I still haven’t received mine. Probably the six million other people on the list are still waiting as well.

They are all forms of social spending, but to make them more palatable to there often middle class recipients we go to great ends to not call them welfare.

    More importantly it will be the Louisiana legislature, with Dem majorities in both houses, and not Jindal who decides whether or not to change the relevant law.
    Jindal is acting like any good politician and will end up having it both ways I’d imagine.

    Geez, it’s the racism, that’s so obvious. Look, here’s the scoop. Blacks are at the bottom of the labour pool. Their unemployment rate is twice that of whites. Blacks are last hired and first hired. Their employment concentrates in the service industries, menial industries, agriculture and economic sectors that are most vulnerable to recessionary pressures.

    So basically, the Dixy states are doing what they always do: Screwing blacks over left and right, because there’s nothing that Dixyland racists love more than screwing over the darkies.

    Of course, it’ll also screw over a lot of poor whites. But hell, the well off and secure whites have always been willing to let ‘Bubba’ take it on the chin if it means keeping the coloured folk in their place. Let’s face it the ‘whites who matter’ the Bush set, the country club set, the management class, the landowners, the monied set couldn’t care less about their working class white brethren. Such people are practically coloureds themselves, and fit mostly for keeping the coloured down. And most pleasingly, the cracker sector, stoked up on god, guns and religion, are always ready to take the hit for the team.

    So it has been in the Pelagra belt, and so it shall always be. The South simply doesn’t take to redemption. They’re still cursing FDR, who brought them rural electrification and national nutrition standards. They really do want to be a third world backwater.

    Racism is America’s national passtime, doncha know. It’s the real reason America’s schools and safety nets are so sub-par compared to other civilised nations. It’s because Americans will always cut their throats rather than give blacks a break.

    Louisiana is one of the welfare queens of America. They rank 49th in federal taxes paid per resident, yet rank 12th in federal spending per resident!

    From 1995-2005 they took home a whooping $88,223,000,000 more in federal spending than they paid in federal taxes. If Jindal really had the balls he would demand that his state give back the extra $19,065,000,000 they will take in this year!

    Is that why Governor Jindal just announced he was going to raise Louisiana’s unemployment benefits by $25 per week?

    Incidentally, Louisiana’s unemployment insurance trust fund appears to be better funded than those of some much more populous blue states, which happen to have higher unemployment rates as well.

It’s also true that in addition to all that, black males are disproportionately arrested and imprisoned and imprisoned for longer periods, for the same or less violent offenses than whites… with the result that the American penal system is literally waging war on black families. Blacks are disproportionately represented in the American underclasses.

Today, they’ve already got heavily subsidized housing (many pay less than $100 per month in rent in projects) free health care (Medicaid), welfare, WIC, etc. It’s tough (and expensive) to top all of that.

    The non-partisian (actually right-leaning) Tax Foundation compiles the #’s and has figured out rankings for the states.

    Based on The Tax Foundations #’s that would leave us going NJ, NV, CT, NH, MN, IL, DE, CA, NY, CO, MA, WI, WA, MI, OR, TX, FL, RI … notice a little trend in those states that received less federal $ per $ in federal taxes???

    Who did 17 of the 18 vote for President – Obama?

    19 of the 25 “worst” states (States receiving more than $1.10 in Federal spending per $1.00 in Federal Taxes paid), who did 19 of those 25 vote for? … McCain!!!!

It’s true that in some states the high-earning (and high tax-paying) non-black population outweighs the dead weight loss of the black population, but that’s not the case in Louisiana, Mississippi, etc. All that shows is that if you don’t have enough rich whites and corporations to offset your population of black welfare queens, your state will be a big welfare queen.

    Face the facts. Blacks, the Democrats most loyal voters, are America’s biggest welfare queens. You know it’s true, just accept it.

    A majority of blacks voted Republican until 1960, when JFK ran on a civil rights platform. In the South (at least, those places blacks were allowed to vote), they voted overwhelmingly Republican. Every black Congressman before the civil rights era was Republican.

    Extending unemployment is normal in any recession, and the extension is then cancelled when the economy improves.

Many states ban that outright as not being “able and available” in the local market where you lost your job in the first place.     That’s because the state is a red state, and red states are the welfare queens of America. They pay less in taxes and receive more in federal spending (welfare, WIC, EITC) than any other group of states. And they almost all vote Republican.
