Here’s the summary circulating on the Hill. Whatever one thinks of this, keep in mind that the process of getting a bill through the Senate is all-but-certain to make things worse.
so, take the amount for actual stimulus, and the amount for useless tax cuts, switch them, lower the stimulus amount, and throw in about $500B worth of crap nobody wants, and that will be what “saves” our economy. yay!
Since I work for a state educational institution, I’m happy to see state education funding specifically mentioned! They’re asking people to take a 1.5% unpaid leave to help with the budget — that amounts to about a week of unpaid time off per person.
I see there’s $30 billion for highway construction, and $10 billion for mass transit and rail, including only $1 billion for new transit projects. Not great.
Don’t be so pessimistic, Matt. The commenters on your site keep assuring me that the negotiation process will only make the stimulus bill more awesome and fantastic. Obama just put out a crappy, too-small version to trick them all (or something).
DTM,
You are correct. I’m happy that there is money for state and local governments. However, it falls well short of the $350 billion identified by the CBPP. $350bn is a lot bigger than $79bn. There’s still going to be a lot of pain.
And of course, for all my complaining, I must admit that this is far better than anything that we’d have gotten from Republicans.
Dang. CA just approved 10 billion in bonds for a high speed rail that can only be spent if matching funds from somewhere else. So, I’m assuming that all 10 billion is coming to my state. Sweet!!
Dave: the proposed amount of NEA funding is 6/1000 of 1 percent of the overall spending, so it’s a little weird to only focus on that when talking about the whole package.
This stimulus bill is a joke. If it weren’t so serious it’d be funny. We’re doing nothing more than writing a bad check when we know there’s no money in the bank to back it up. We know in a few days we’ll be busted, but they’re doing it anyway. And the thing is – it’s OUR MONEY!

And as you say, likely to get worse.

The House proposal is great if you want to call handing out a bunch of money to benefit the NEA “stimulus.”

10 Billion for public transport? A complete Fail on both a macroeconomic level and a back-end pay off level.
I’ve been hammering away at this issue to Team Obama, on my blog, and on Twitter.
Obama Plan: Fiasco Potential is High.
Memo to Barak: Trains, not Planes (or Autos).
Thanks for all your work on this issue Matt.

This is great, they will buy more buses and build more tunnels but at the same time lay-off Bus Operators, where is the sense in this.

In any case, I think it’s pretty well known that arts funding has a very high ROI; for instance, the Florida Cultural Alliance claims a return of $7 for every $1 spent on the arts: http://www.flca.net/images/Talking_Points_for_Arts_Impact_on_Economy.pdf
