Northwest Passage
In other Canadian news, Joe Romm observes that arctic ice melting has gotten so bad that we’ve now got ice-free shipping lanes through the once-mythic Northwest Passage:
“We did have a commercial cargo vessel that did the first scheduled run from Montreal, up through the eastern Arctic, through the Northwest Passage to deliver cargo to communities in the west,” Brian LeBlanc of the Canadian Coast Guard told CBC News.
“That was the first — that I’m aware of anyway — commercial cargo delivery from the east through the Northwest Passage.”
The CBC says we may be looking at a “new era of arctic shipping.” Either that, or a new era of flooding and massive crop failure driven by altered weather patterns.

Other unanticipated effects of the melting ice: last week 700 narwhals were found trapped by quickly freezing ice. They were slaughtered to avoid them starving and drowning. They normally leave for open water much sooner, but because of the warmer weather, delayed their migration until it was too late and were caught in a flash freeze.
There’s lots more of this to come…

This has been news for quite a while up in Canada. Perhaps as big a deal has been the debate about who gets to control the waterway. Canada, rightfully in my opinion, claims the passage as territorial waters. The US and Russia are taking the position that the passage qualifies as “international waters.” Fun times. The Canadians are right, however. Again.

Canadians don’t claim the Northwest Passage as territorial waters they claim it as internal waters, a much different distinction. If the Northwest Passage were to be considered territorial waters then, under international law, they would have to let ships pass if they are not showing force or engaging in illegal activity. Its called innocent passage. If it was classified as internal waters then Canada could completely regulate the passage. They could potentially not allow any ships into the passage and they would the right to do so. All of this is spelled in the UN Law of the Sea Treaty (UNCLOS).
Now the NW Passage is in Canadian waters, theres really no denying it. But what UNCLOS says is that if a internal strait has historically been used for international commerce or navigation then ships have the right of transit passage, which is pretty much the same as innocent passage. What the US is arguing is that the strait would have had use if it had been passable. Its a pretty tenuous position if you ask me but Canada will probably be eventually forced to accept the position because it will have massive amounts of pressure and not just from the US. The NW Passage cuts thousands of miles off sea lanes from Asia to Europe, massively reducing costs. Many manufacturers in Asia could also ship to the east coast direct instead of going through the Panama Canal or transfering to rail on the west coast.

What Canada has to do is prevent other nations from using the Northwest Passage now. It is potentially a massive source of wealth, it is definitely Canadian territory - it doesn’t stop being so just because it melts - and we can’t afford to let it slip through our fingers out of over-timidity.
Control of a trade route like this makes Canada a major international player, if only we’ve got the guts to hold on to it.

I didn’t mean stopping other people from using it long-term, just until our ownership of it is recognized. Then people can use it and pay us fees.
Heck, if you guys can own a canal that you built through someone else’s country, we’re allowed to own our own water. A little assertiveness would do us good.

According to Google Earth, the trip from Hong Kong through the Northwest Passage (M’Clure Strait to Lancaster Sound), then south to New York, is about 2,600 miles shorter than NYC via the Canal. OTOH, the Passage will still be closed by ice much of the year for the foreseeable future. Icebreakers may extend the season a few months on each end.
In a hypothetical military showdown, the Canadians wouldn’t need a large navy to assert their sovereignty. All they have to do is station a few batteries of shore-to-ship missiles on Devon Island and a few other strategic locations along the Passage.

The western end of the Northwest passage, the Bering Strait, has been considered an international passage ever since Vitus Bering discovered it three hundred years ago. Even when both sides were controlled by the Russians, whalers and sealers of all nations used it without hindrance.
Strategically, that passage should be to be Canadian internal waters just like Puget Sound is American internal waters. As usual, the administration is bullying an ally for no good reason. Let the Canadians foot the bill for patrolling all that barren wasteland! They underfund their navy as it is.

Take a look at a map. The western opening to the passage goes north over Alaska, hence is not internal. The part that goes through Canada, however, clearly goes through Canadian territory and is surrounded by Canadian islands on all sides, hence it is internal.

The chief of the Pakistani Taleban, Baitullah Mehsud, has told the BBC his group was behind Monday’s deadly attack on a police academy in Lahore.
